Basic Description

Eliminate separate windows
Integrate UI into browser tabs
Non-modal, non-popup
Hide web-specific controls for those tabs

Current State

"Examples of in-content UI already present include session restore, about:config, new add-ons manager, network error pages and phishing/malware warning pages."

As laid out by Stephen Horlander in June 2010, preferences are among the targets for moving UI into tabs, here's a mockup he drew up:
